The passenger endorsement applies to drivers who want to drive a bus in any Class A, B, or C CDL. Applicants must pass a special knowledge test, and must pass skills tests in a passenger vehicle. The Oregon CDL passenger test consists of 20 questions. To pass, you must correctly answer at least 16 questions (80%). The OR passenger test covers the following sections of the Oregon CDL Manual: Driving Safely, Transporting Passengers, Vehicle Inspection Test, Basic Control Skills Test and Road Test. In Oregon, individuals aged 15, 16, and 17 can obtain a provisional instruction permit. If you're between 16 and 17, you become eligible for a provisional driver license after holding an instruction permit for a period of 6 months. When you turn 18, you can obtain a full driver license (class C).

You can take the DMV written test online using a computer (mobile phones or tablets are not permitted). If you are under 18, it's necessary to have the supervision of an adult aged 21 or older, who possesses a social security number and has not proctored more than five tests in the last year. Alternatively, you can visit an Oregon DMV office as a walk-in or schedule an appointment for the permit test.

Ensure you prepare these documents when applying for a driver’s license:
  • Proof of legal presence, identity, and date of birth.
  • Proof of residence address (two documents for Real ID).
  • Parent/Guardian certification form signed by your parent/guardian if they cannot accompany you to the office (for those over 18 or minors married or emancipated, this is not required).
  • Proof that you are attending high school or your diploma/GED certificate (for those under 18).

To prepare for the DMV written test, read the Oregon Driver's Handbook or listen to the audio version available in English and Spanish. Study road signs, safe driving practices, and traffic laws. The DMV written test consists of 35 multiple-choice questions covering topics such as traffic signs, parallel parking, turning, passing a vehicle, yielding the right of way, etc. Read the manual carefully because it's not permitted to use it or any notes during the official test. You are allowed up to 7 wrong answers. This means that the passing score is 80%. It's important to stay focused during the exam and take the time to read the questions carefully to minimize errors and pass on the first attempt.
For new drivers in Oregon, specific restrictions apply based on their age and licensing stage.

Instruction permit’s restrictions:
  • You can drive only if accompanied by a licensed adult who is at least 21 and seated beside you.
  • Using a cell phone or other mobile device is prohibited.

Provisional driver license’s restrictions (until you turn 18 or have had your provisional license for 1 year):

 - For the first six months...
  • You cannot drive with passengers under 20, except for family members or when supervised by an instructor, parent, or guardian with a license.
  • Driving between midnight and 5:00 AM is forbidden, except for work, school events, or when supervised by a licensed driver aged at least 25.

- During the second six months...
  • You can drive with a maximum of three passengers under 20, except for family members or when supervised by an instructor, parent, or guardian with a license.
  • Driving between midnight and 5:00 AM is forbidden, except for work, school events, or when supervised by a licensed driver aged at least 25.
  • Using a cell phone or other mobile device is prohibited until you turn 18.

An Oregon instruction permit is valid for 2 years. If it expires, you can apply for a new one, which remains valid for 24 months. No vision or knowledge tests are required unless the permit has expired for 1 year or more. To renew the permit a fee is required and you have two options:
  • Renew it online and receive an online receipt to use as proof of your driving privileges until your license is mailed to your address.
  • Schedule an appointment at a DMV office and receive an interim card as proof of valid driving privileges until your license is mailed to your address.

If you don't pass your DMV written test, a waiting period of at least one day is required before you can retake it. After four unsuccessful attempts, you have to wait at least 28 days. For individuals who have taken the permit test online, any further attempts beyond the fourth must be made at a DMV office. If you are caught cheating, you will automatically fail, and you can retake the exam after 90 days.
