The passenger endorsement applies to drivers who want to drive a bus in any Class A, B, or C CDL. Applicants must pass a special knowledge test, and must pass skills tests in a passenger vehicle. The Missouri CDL passenger test consists of 20 questions. To pass, you must correctly answer at least 16 questions (80%). The MO passenger test covers the following sections of the Missouri CDL Manual: Driving Safely, Transporting Passengers, Vehicle Inspection Test, Basic Control Skills Test and Road Test. Teens between 15 and 18 years old must follow the three steps of Missouri's Graduated Driver License Program:
- Instruction permit ? you must be 15 years old.
- Intermediate license ? you must be 16 years old and have held the permit for at least 182 days.

For new drivers in Missouri, there are specific restrictions based on their age:
Instruction permit:
- If you are under 16, you may operate only under the supervision of a parent/legal guardian, a driving instructor, or an adult who is 25 or older with a driver's license for at least 3 years. When you turn 16, you may operate if accompanied by a licensed driver who is at least 21 years old, seated in the front seat.
Intermediate license:
- For the first 6 months, you cannot transport more than one passenger under 19 (unless they are siblings). After this period, you can drive with a maximum of three passengers under 19.
- You cannot drive alone from 1 a.m. to 5 a.m., except for school/job activities or emergencies, unless accompanied by a licensed driver who is at least 21 years old.
A Missouri instruction permit is valid for 12 months and can be renewed. To renew, provide proof of identity and Missouri residency at any Missouri license office, and pay for a duplicate permit.
