There is a solid line on your side of the road.
You are on a hill or curve.
There is a broken line on your side of the road.
Explanation

A broken yellow line alongside a solid yellow line indicates that passing is permitted on the side of the broken line, but not on the side of the solid line. Passing on a hill or curve is dangerous. Anytime your view is blocked by a hill or a curve, you should assume that there is an oncoming vehicle just out of sight.
