Explanation

Regulatory signs normally are white rectangles with black letters or symbols, and inform drivers of the rules for traffic direction, turns, lane use, speed and parking that all drivers must obey. This sign shows that the center lane is shared for left turns in both directions of travel. In other words, drivers from either direction may use the center lane for left turns.
