You may cross a double solid yellow line:

In no circumstances.
To pass a bicyclist, when it is safe to do so.
To pass another vehicle, when it is safe to do so.
To make a U-turn, when it is safe to do so.
Explanation

Double solid yellow lines indicate that drivers are not allowed to cross them to pass other vehicles or change lanes. The only exceptions are when passing a cyclist or making a left turn, and only when it is safe to do so.
