A WV resident can apply for a WV instruction permit, driver's license, or identification card at any DMV regional office. If you live in West Virginia and want to drive a motor vehicle on public roads, you must have a West Virginia driver’s license or learner’s permit, unless you are expressly exempt. The West Virginia DMV written test consists of 25 questions based on the basic knowledge, traffic rules, regulations, road signs and markings found in the West Virginia Driver's Manual. You must answer 19 out of the 25 questions correctly to pass the test. There is a time limit on the WV DMV test, and any questions not answered in the prescribed time will be considered incorrect.
