To obtain a CDL, you will be required to pass a vehicle inspection test. The vehicle inspection test, formerly known as pre-trip, is a skills test to see if you identify which features and equipment on the test vehicle should be inspected before driving. During the test, you will be asked to do an inspection of your vehicle. You will be expected to show your knowledge of the inspection process and you will be tested to see if you know whether your vehicle is safe to drive. During the CDL inspection test, DMV does not allow the use of testing aids, other than the vehicle inspection guide in the Hawaii CDL Manual. To prepare for the test, study the following sections of the CDL manual: Driving Safely and the Vehicle Inspection Test. If you do not pass the CDL inspection test, the other skills tests will be postponed.

For individuals under 18, Hawaii has introduced a graduated licensing program with specific age requirements for each stage:
- Instructional permit ? you need to be at least 15 ½ years old.
- Provisional license ? you need to be between 16 and 18 years old and have held a permit for at least 6 months with no traffic violations.
- Full driver’s license (class 3) ? you need to be 17 and have held a provisional license for at least 6 months.
You can schedule an appointment and then take the DMV written test in person. Choose dates and times based on your preferences and the available options at various Hawaii DMV offices.
To take the DMV written test in Hawaii, make sure to bring the following documents on the day of the exam:
- A compiled and printed driver license application
- Proof of identity
- Proof of legal presence, legal name, and date of birth (for Non-U.S. applicants)
- Proof of your Social Security Number
- Two proofs of residence address
Extra documents for minors:
- Signature from your parent/legal guardian
- Affidavit for Minors

The Hawaii DMV test consists of 30 questions about various aspects of driving regulations and road safety. These questions are based on the official manual, so it's important to study it well to maximize your chances of passing the exam.
When you get the instructional permit, you can drive only under the supervision of a driver aged 21 or older. After obtaining a provisional driver's license, the following restrictions apply:
- You cannot transport more than one person under 18 without the supervision of a licensed parent/legal guardian, except for your family members.
- You are not allowed to drive between 11:00 p.m. and 5:00 a.m. without supervision, unless for school or work activities approved by your parents or your employer.
The Hawaii instruction permit is valid for one year from the date of issuance. It can be renewed within 30 days before the expiration date or up to 90 days after the expiration date. However, if the permit is not renewed within 30 days after expiration, you have to wait 180 days before taking the road test.
