A broken yellow line between two lanes of traffic means:

Passing is not allowed.
Passing is allowed.
Passing is allowed only when turning left.
Traffic is moving in the same direction in both lanes.
Explanation

Yellow lines always separate lanes of traffic moving in opposite directions. If the centerline is dashed it means that passing is allowed when the left lane is clear and you can complete the pass safely. If the yellow line is solid then crossing it is not permitted.
