Explanation
It is illegal to drive off the pavement for any reason. If you are behind a vehicle waiting to make a left turn, you may only pass it on the right if there is sufficient room in your lane. Do not use the shoulder of the road or drive off the main-traveled part of the road. If there isn’t enough room, patiently wait behind the vehicle and proceed once it has completed the turn.
