View instructions
A WV resident can apply for a WV instruction permit, driver’s license, or identification card at any DMV regional office. If you live in West Virginia and want to drive a motor vehicle on public roads, you must have a West Virginia driver’s license or learner’s permit, unless you are expressly exempt. The West Virginia DMV written test consists of 25 questions based on the basic knowledge, traffic rules, regulations, road signs and markings found in the WV DMV Driver’s Manual.
