Explanation
Even if you have a green light, you must not enter an intersection if traffic ahead is backed up and you can’t get all the way through. Blocking the intersection is illegal and creates gridlock. Also, a flagger's instructions always override traffic signals, so if they tell you to stop-even on a green light-you must obey. A flashing red signal means the same as a STOP sign: you must come to a complete stop, yield as needed, and proceed only when it is safe.
