Explanation
You may pass another vehicle when you're traveling next to a broken (dashed) line - whether it's yellow or white-and it is safe to do so. A broken yellow line allows passing on a two-way road when the oncoming lane is clear. A broken white line separates lanes of traffic moving in the same direction and allows lane changes. A solid line next to your lane means do not pass. Always signal and check mirrors and blind spots before changing lanes or passing.
