Explanation
Do not pass a vehicle that has stopped to allow a pedestrian to cross the roadway. This rule is in place to protect pedestrians using marked or unmarked crosswalks. If approaching an intersection where other cars are stopped, slow down and be prepared to stop. Their vehicle may be blocking your view of a pedestrian crossing. Passing in this situation increases the risk of hitting a pedestrian.
